County Structure
Primorje-Gorski Kotar County is regional goverment consisting of 14 cities and 22 municipalities.
The cities are: Bakar, Cres, Crikvenica, Čabar, Delnice, Kastav, Kraljevica, Krk, Mali Lošinj, Novi Vinodolski, Opatija, Rab, Rijeka and Vrbovsko.
The municipalites are: Baška, Brod Moravice, Čavle, Dobrinj, Fužine, Jelenje, Klana, Kostrena, Lokve, Lopar, Lovran, Malinska - Dubašnica, Matulji, Mošćenička Draga, Mrkopalj, Omišalj, Punat, Ravna Gora, Skrad, Vinodol, Viškovo and Vrbnik.
Primorje-Gorski Kotar County Assembly is a legislature consisting of 46 members, appointed based on the results of regional elections which are held on every four years.
The assembly has a president and two vice presidents, as well as 19 permanent committees. The constitutive assembly of the current mandate (2017 - 2021) was held on July 13th 2017.
The executive body of the County is County President. County President is elected in local elections on a four years mandate. County President is holder of the executive goverment of the County, conductes supervision over the legality of the County's Departments activities and provides guidance for proceedings. In the matter of self-government County President has the right to withdraw the general enactment of the County Assembly. County President has three deputies, one of which is elected from the members of the Serbian national minority in accordance with the Constitutional Law on the Rights of Minorities.
The County's 12 departments manage administrative procedures in their areas of jurisdiction. County President names Department Heads, who are chosen on public tender.
Primorje-Gorski Kotar County is independent in making decisions of regional matter, especially in education, health care, spacial and urbanistic planning, economic development, transportation and traffic infrastructure, planning and development of the, educational, health, social and cultural institutions, maintenance of the public roads, construction permits documentation without the City of Rijeka.
County is taking care on the balanced development of all it's parts, in particular of the islands of Kvarner and mountainous Gorski Kotar.
